Inclusive stakeholder governance – in a democratic sense – ideally means that the people who will be affected by a decision play meaningful roles in making it, and that those closest to a situation take meaningful action to address it. So we want to help full-spectrum networked stakeholders who already play informed – if often conflicting – roles in their shared areas of concern, we want to help them manage their issue domains responsibly and wisely together.
“Stakeholder” is an important concept in a number of patterns, including this one. The sense of “stakeholder” which I’ve embedded into this pattern is somewhat broader and more philosophical than many other people’s definitions. It is not just about the power players – although they are included. Rather, in any given situation, we’re interested in who is involved in any significant way and who should be involved in order to have this situation have a good outcome. Whatever the realm of life – healthcare, governance, education, climate, whatever – we need to ask who is involved and who should be involved to have a good outcome. Those folks are the stakeholders in that realm. They are the actors, they’re being impacted by the situation and they have information or resources or power that is relevant to the scene and they’re involved.
The background of this is a worldview that is covered in the Universal Participation pattern that suggests that any given scene is being played out with the engagement of lots of different entities and factors. And if that’s true, then whatever problems are in the area, whatever issues or difficulties or disturbances are characteristic of that realm, they are being co-created by the entities that are involved.
So what would happen if you could bring all those entities together to deal with that realm collaboratively – to share information, to share energy, to share resources? What if you could somehow help them work together to manage that domain together? Well, that’s obviously a form of governance, and probably a good one.
I was first introduced to that perspective two or three years ago. I ran into two people over period of a few weeks who both pointed out to me that there’s an emerging dynamic through which many networks of stakeholders – multi-sector, multi-stakeholder, multi-scale networks – have people working together across those boundaries to deal with a particular issue domain they’re all involved in.
That’s happening somewhat spontaneously around the UN’s 17 Sustainable Development Goals. Many of these multi-sector, multi-stakeholder, multi-scale networks are coming together around each of the goals. There are also regional multi-sector, multi-stakeholder, multi-scale (MS3) networks coming together in domains like food systems. All the different players who are dealing with food at different levels – the policymakers, growers, grocers, restaurants, farmers’ markets, consumers and so on – are all coming together to deal better with their regional food system. There are other examples of this happening, as well. The evolutionary leap I was introduced to was that this is, in fact, an emerging form of governance. GovernMENTS are playing a role in it because they are stakeholders, they also constitute a sector – the public sector – and they involve different scales or levels of government, all of which are involved in this kind of effort. But the whole effort is much broader than just government, and the different sectors and stakeholders have different roles to play. Government has particular roles to play, hopefully complementary with different roles by other players.
This is a part of the inquiry that is dancing around this emerging phenomenon. What are the proper roles that each network or type of player should be playing in order to have the whole thing work really well to the benefit of all the players and the larger system?

This made me think of two things regarding wellness. One major stakeholder in wellness discussions is rarely included and that is the individual. Community Health and Wellness Assessments survey individuals in a community and lists are compiled of their diseases and lifestyle choices. These statistics are then used to create programs to address the issues identified. Nowhere in the discussion are the intended recipients included, nor in the discussion of what a well person or community looks like. This I believe, is reflected in the fact that though many programs and resources are available to combat specific conditions, participation rates are in the single digits while the sufferers of health conditions remain high. A specific example of this disconnect is the overweight population in Vermont of 64%, of which, less than 8% participate in healthy eating and exercise programs, prolific as they are. Though asked their reasons for non-compliance, they are not involved in the creation of the programs to address the issue, nor is the wellness vision of the other stakeholders shared with them. Everything is created and directed at them without their inclusion, but without a stakeholder-wide vision of wellness, can it be created in a community?
The second is the importance of having a clear vision that is not shared with stakeholders but created BY all stakeholders. Which leads me nicely into the Generating Shared Orientation pattern!
This is a fascinating and powerful example story, Sue. And your transition into Generating Shared Orientation is spot-on (and demonstrates how much the lists of “related patterns” are limited by the constraint that “only seven related patterns fit on a card”!). I’d also offer Whole System in the Conversation (which is listed in the related patterns) and “Felt Agency” (which is not) as other patterns relevant to the dynamics you describe. All the patterns dance together!
The term “stakeholder” has meant a lot for my work in standardisation. First time I heard the word, was when a US delegate used it in relation to companies. As English is not my mother tongue I thought he meant “shareholder”, but when I had understood that it meant “interested parties”, I came to learn more about its root. Wikipedia is claiming the it was championed by Edward Freeman from Stanford. I found it used in my book shelf a book on “The company as a system” (In Swedish from 1966) by Rhenman & Stymne. It then came to be of enormous importance in the large ISO-project on the standard ISO 26000:2010 Guidance on Social Responsibility. Not only for the content of the standard, but also for the organisation of the large working group of 200-300 particpants from different stakeholder groups (industry, consumers, governments, labor, NGOs and others like academia, services, consultants.
What a fascinating example of what some of us call multi-stakeholder, multi-sector, multi-scale (MS3) collaborations. Are all ISO negotiations that inclusive? And how are the participants chosen?
Unfortunately not! The Social Responibility project has been a role model for future work, but still much standardisation emanates from industry and then all other stakeholders will be left behind. In the ISO 26000 case consumers proposed a standard for CSR (Corporat Social Responsibility) but then industry accepted to participate only in case the standard had the form of a guidance document, but also that it should address all types of organisations, like authorities, associations, trade unions etc. Therefore there is no letter C in the title of the document. As non-industry stakeholders, especially participants poor coutries, has less economic resources than industry, donor support was required. The Swedish International Development Cooperation Agency (Sida) especially supported poor countries in a model we developed at the Swedish standrds organisation (SIS). Particpants were invited to pre.workshops for preparation and deliberation on common positions just the days before meeting with the full working group. In this model participants was invited to nominate participants from all stakeholder groups, and ISO/Sida then were selecting participants in a way that there was a balance between stakeholder groups. This selection was also a radical change of the old practice that each country decide who should be representing the country (usually a CEO of the standards organisation, and not a stakeholder). But as susually “Money Talks”! This time based on a clear policy intent: Stakeholder inclusion first!
